The Legal Issues Committee Supported in the First Reading Amendments to the Law on Remuneration in Public Institutions

The Legal Issues Committee discussed, in the first reading, amendments to the Law of Georgia “On Remuneration in Public Institutions” and supported the draft law.
According to the presenter, Parliamentary Secretary of the Government of Georgia Vakhtang Bachiashvili, the draft law envisages creating an opportunity for certain state political and political office holders to receive salary supplements and monetary bonuses in accordance with procedures established by law, provided that the relevant preconditions are met.
Under the draft law, the possibility of receiving salary supplements and monetary bonuses will apply to deputy members of the Government of Georgia, deputy members of the governments of the Autonomous Republics of Abkhazia and Ajara, deputy state representatives, and deputy mayors of municipalities — based on the relevant decision of a superior official, within the limits established by this law and the funds allocated in the relevant budget.
Another amendment envisaged by the draft law provides that the number of persons employed in public institutions under administrative contracts must not exceed 15% of the total штат staff number of the institution, instead of the current 10% limit (except for institutions subordinate to municipal executive bodies, where the limit will remain at 10%).
According to Vakhtang Bachiashvili, the amendment is linked to changes introduced in 2024 to the Law of Georgia “On Public Service,” under which the heads and deputy heads of primary structural units of public institutions — who had previously belonged to the category of public servants — were reclassified as persons employed under administrative contracts.
“As a result, the percentage of persons employed under administrative contracts in public institutions has increased, and raising the limit to 15% of total staff numbers will bring the legislation into line with the existing reality”, - the Parliamentary Secretary of the Government of Georgia stated.
