The Healthcare and Social Issues Committee approved amendments to the Law on State Compensation and State Academic Scholarship

Compensation overpaid between April 1, 2021, and November 1, 2025, will be considered legitimate and will not be subject to reimbursement. At the same time, administrative, judicial, and enforcement proceedings related to the recovery of the legalized compensation will be terminated.

These changes are envisaged by the legislative package amending the Law on “State Compensation and State Academic Scholarship,” which was presented at the committee meeting in the I reading by Deputy IDPs, Labour, Health and Social Affairs Minister, Irina Tsakadze.

As she explained, if the draft law is adopted, the overpaid state compensation will be legalized, as a result of which the respective individuals and/or the heirs of deceased persons will be released from financial liabilities arising from the over-accrual and payment of compensation.

Similar amendments are being introduced to the laws on “State Pension” and “Social Assistance”.

“The proposed legislative amendment will affect 1,685 pensioners, 250 compensation recipients, more than 300 families receiving social packages, and more than 1,400 families receiving subsistence allowance. In total, approximately GEL 4.5 million will be subject to legalization”, - the reporter stated.

The committee also considered for the I reading a draft law submitted by the Government - amendments to the Law on “State Compensation and State Academic Scholarship”.

According to the initiative, persons dismissed from the Customs Department of the Ministry of Finance, the Customs Department of the Ministry of State Revenues of Georgia, and the Special Legion of the Ministry of Finance of Georgia, as well as family members receiving compensation due to the loss of a breadwinner, who were granted compensation before January 1, 2006, and receive it under so-called “retained rights,” will have their compensation recalculated in accordance with the general rules established by the Law on “State Compensation and State Academic Scholarship”.

The Committee approved the draft laws.
