The briefing by the Chair of the Faction “Georgian Dream – for Powerful Georgia”, Bidzina Gegidze

The briefing by the Chair of the Faction “Georgian Dream – for Powerful Georgia”, Bidzina Gegidze

Mr. Bidzina Gegidze held the briefing concerning the constructions on Nino Zhvania street.

“For the last 2 months, the Faction scrutinizes the massive constructions and chaotic proclamations in Varaziskhevi landscape, namely in Nino Zhvania street and on adjacent territory, which poses the wide-scale threat not only to the residents of the street but to the city. Deriving from relevancy and urgency of the issue, the Faction has held the enlarged meetings attended by all the parties concerned (National Environment Agency, Institute of Earth Sciences and Seismic Monitoring National Center, Emergency Management Agency, Tbilisi Supervision and Architecture City Service, Tbilisi Service Group, Canada Construction Regulations Commission, US Lawrence Livermore National Laboratory). The Varaziskhevi river-bed adjacent territory is under intensive construction putting the landscape under gross modification: the river-bed is being filled with the clastic sand, the rock is being cut, posing the greatest threat to safety of the citizens. 3 thematic surveys have been held by the NEA and SMNC. The surveys provide the scientifically evidenced facts that the right slope of the Varaziskhevi gorge is geologically unstable ridge and constructions are not admissible. The possibility of the flood in the gorge is also noteworthy. According to the study by the SMNC, in case of excessive precipitations, it may entail the landslides in the gorge, which sill block up the water collector of 1 m diameter. Thus, deriving from the complex geo-morphological and geological conditions of the gorge, it is necessary to undertake complex measures by the respective agencies. Issue of the construction permits shall be immediately halted and the moratorium shall be declared on the constructions. Construction may be resumed after complex assessment of the territory as the Government has assumed the obligation to protect live and safety of the citizens. There is no intention in damaging the interest of the owners but it shall not be admitted at the account of safety of the citizens”.
