Legal Issues Committee Supported Amendments Reducing Fines for Speeding Offences

The Legal Issues Committee considered, under an expedited procedure and at I reading, the draft Administrative Offences Code and endorsed the proposed changes.
According to the presenter, Chair of the Legal Issues Committee Archil Gorduladze, exceeding the established speed limit by more than 15 km/h but not more than 30 km/h will result in a fine of GEL 50 instead of GEL 100. Exceeding the speed limit by more than 30 km/h but not more than 50 km/h will result in a fine of GEL 100 instead of GEL 300, while exceeding the speed limit by more than 50 km/h will carry a fine of GEL 300.
According to Archil Gorduladze, amendments are also being introduced to the demerit point system associated with driving licences. Under the proposed changes, exceeding the speed limit by more than 15 km/h but not more than 30 km/h will result in the deduction of 10 points from the 100-point driving licence system when the violation is recorded by a patrol police officer. Exceeding the speed limit by between 30 km/h and 50 km/h will likewise result in a deduction of 10 points instead of the current 20 points, while exceeding the speed limit by more than 50 km/h will lead to a deduction of 20 points.
As Archil Gorduladze further noted, causing damage to trees and shrubs as a result of a road traffic accident will be punishable by a fine of GEL 500 instead of GEL 5,000.
