Parliamentary Committees Heard 2025 Report on the Implementation of UN Committee Decisions Concerning Georgia

At a joint sitting, the Human Rights and Civil Integration, and the Legal Issues Committees heard the Ministry of Justice’s 2025 report on the implementation of decisions adopted by United Nations committees concerning Georgia.

According to the presenter, First Deputy Justice Minister Beka Dzamashvili, the report provides information on two cases.

He stated that the first concerns the implementation of the decision adopted by the UN Committee Against Torture in the case “J.Ch. and J.E. v. Georgia” regarding an individual complaint.

“This case relates to an incident that occurred in 2010, when a father and son were arrested and subjected to ill-treatment. Moreover, one of them was insulin-dependent and was not given the opportunity to receive medication in a timely manner, which resulted in a deterioration of his eyesight. This remains one of the cases requiring implementation. Since no investigation was conducted at the initial stage, it later became necessary to reopen the investigation. The investigative authorities continue to work on remedying the shortcomings and bringing the case to completion. As for compensation, although decisions of UN committees are not legally binding, legislative amendments adopted by the Parliament of Georgia in 2016 established a mechanism through which both applicants received compensation—one received GEL 12,000 and the other GEL 20,000”, - the presenter stated.

According to Beka Dzamashvili, the second case concerns the Ninotsminda Boarding School, which was examined by the UN Committee on the Rights of the Child.

“The main challenge in this case was that, for a certain period, the state was unable to exercise oversight over the rights situation of children residing in the boarding school, leading the UN Committee to establish a violation. Today, the institution is subject to full state monitoring. Of the children whose rights were found to have been violated, only three remain at the boarding school, in accordance with their own wishes. Compensation in the amount of GEL 30,000 has been awarded to each applicant”, - noted the First Deputy Minister.

“Overall, 15 decisions have been issued concerning Georgia. Violations were found in seven cases, and of those seven, only these two cases remain subject to implementation measures”, - Beka Dzamashvili stated.
